Baltimore Community Lending (BCL) is a not-for-profit real estate financing agency offering loan programs to fit the needs of individual home purchasers and private and non-profit developers, whether commercial or residential. BCL is a certified Community Development Financial Institution. Our partnerships with government funding sources, private lenders, foundations and community groups enable us to offer a wide range of flexible financing options.


Baltimore Community Lending is on a mission to support the revitalization and strengthening of Baltimore neighborhoods. Over the past year we have transformed BCL and created an efficient community development lending entity positioned to be a market leader. We are placing greater focus on offering technical assistance and on addressing the needs of developers new to Baltimore, and on smaller scale development projects. We are targeting both new and existing homeowners with acquisition and rehabilitation financing to create value for homeowners and their neighborhoods. BCL offers flexible, innovative, customer-friendly financing options to those who want to stake a claim and take advantage of home ownership and real estate development opportunities in the new Baltimore.


Two Baltimore Community Lending programs offer exceptional financing opportunities for borrowers interested in pursuing small- to medium-sized real estate development projects in Baltimore City. The Commercial Multi-Family Loan Program (a permanent mortgage) and the Small Builder Loan Program (a line of credit) are among the region’s most competitive financing options for projects of this scale.


Designed for both new and existing homeowners, the Single Family Loan Program provides for the purchase and renovation of any property, whether occupied or vacant, and allows the borrower to create a near custom built home. The program allows for the property acquisition and construction costs all in one loan.


The Baltimore HELP program (Homeowner Emergency Loan Program) strives to prevent foreclosures of homeowners victimized by predatory real estate practices. This program provides homeowners with several important services: an affordable mortgage refinance and emergency home repair loan; a write-down grant, if needed, to reduce mortgage debt in inflated appraisal cases known as property-flipping; intervention with the existing mortgage lender, including possible legal action; and financial counseling and homeowner education.
